I have a few of my father's old tools that were thrown into a box by my sister. She thought they were just junk but gave me the works in case I wanted to go through it. That was ten years ago and I just happened across it. In it was this tool. I have no idea what it is. If you lay it down with what looks like the pry foot in pulling position, it has nowhere to go, as the handle is already on the table.

That is an upholstery tack puller. It was used for the large decroative tack heads that were commonplace in the 20s on velvet or leather furniture.

I guess you lift up instead of push down so you'd have to have it all the way under the tack.

Still widely available, this husky from hd, used for lots of little pulling jobs.
