Lathe? Heald 70

Looking to buy my first metal lathe and found this Heald 70 which the guy says is a lathe. All the information I have found, which isn't much, says Heald made boring machines not lathes. It looks to me like this particular machine can rotate the work piece or the tool so it's both?

Can someone chime in and let me know the key differences between a lathe and boring machine and the pros and cons of each? Also specific knowledge of this particular machine would be appreciated.

That is a Heald internal grinder if I am not mistaken. Here's an image from Google

If you're looking to buy your first lathe, I would avoid that. It doesn't have a traditional chuck, the head-stock is weird, the tool post is weird and it doesn't have a tail-stock. With some modifications you might be able to do traditional lathe work with it, but I'd pass.

Edit: I agree with MShaw. You can see the motor on the tool post, which indicates it's likely some sort of grinder.

It is definitely an Internal Grinder. Certainly can do certain jobs and add capability to a shop, but doesn't work as a lathe.
