The OP mower appears to be a 21" single blade self propelled mower.

It's been suggested, but I'd first scrape off all the old grass that's accumulated under the deck. That could cause this. It's good practice to do this every time you change or sharpen the blades.

I'm not sure on this mower, but all rotary mower decks are designed to create lift (suction). Some decks have baffles installed in the manufacturing process. Maybe check to see if something looks like it was broken off or rusted off under the deck

My Honda has dual blades. The large blade does most of the cutting. The upper blade cuts some, but appears to help with the lift. The upturned parts of the blades are the lifters. They wear from abrasion. The deck is shaped to work with the blades to pull the grass straight up and cut it off at a consistent height. Mower decks typically are asymmetrical to help direct the grass out. So worn blades and the shape of the deck could leave uncut grass in one place like described.

A side note. I bought a real type manual push mower, because I bought into the idea of being more environmentally friendly. It cuts ok, but has a tendency to push the grass down leaving an uneven cut. It has no way to pull the grass up to cut it off evenly.
The opening poster says he has two blades, not one blade.

He also says the bottom of the deck is clean, no buildup of anything whatsoever.

Is the mower one of the two blades on one spindle type or two spindles and two blades?

If it is a two spindle setup you might switch blades side to side and see what happens. If the problem moves to the other side is is the blade. My money is on a bent blade.

On the other hand if the problem stays on the right side after the blade switch then you have a spindle problem.

Looking online it's a very common problem.
Here's one reply:

"With any mulching mower, if you go over 3" height, it will blow the grass down and leave strips. It's just the nature of the beast. The deck is closed. The blade is acting as a fan but the air has nowhere to go except out around the edges of the deck. Because of the clockwise blade rotation, most of the air is on the RH side of the deck which is why a side discharge chute would be on the RH side. If you change to bag or discharge, the blade will then **** the grass up to be cut like its supposed to and you won't leave any strips. The Honda Quadracut dual blades actually make this effect more pronounced which is why I suggested you try just the lower blade."

I just refurbished one of these mowers and there are two different types of lower blades. One is a low-lift and is almost flat at the ends; it is meant for mulching. The other one has a more standard turned-up lip on the back edge and creates more suction underneath, and bags better as well.

My JD tractor with the mulch setup on it will do the exact same thing if the grass is too thick/high. If I switch to the side discharge the problem goes away. Always on the right side. This time of year with all the rain and crazy growing grass I have to use the side discharge and just go over the grass a couple times. ***** but is what it is.
