I am in Atlanta, and if the leak is between the main and the meter, it is city, county, etc. If it is between the meter and the house, it is your responsibility.
I have had meter leaks on both sides and went out with a couple of pipe wrenches and tightened up the unions. The county came and fixed it one time and tore the meter box and yard all to hell. I ended up putting in a new meter box, out of pocket.

I called the city and they sent a guy out, pumped out the water and their she be. It was leaking on the meter "out" side, he installed two new gaskets, all better now. I dodged a big bullet on this one.:bounce:
