I have water leaking out of the water meter main cover in the alley. I know this can't be good. I wonder if this is the cities responsibility or mine?

Call them it's their concern too. Could depend on which side of the valve, but they will repair it here no matter.

I am in Atlanta, and if the leak is between the main and the meter, it is city, county, etc. If it is between the meter and the house, it is your responsibility.
I have had meter leaks on both sides and went out with a couple of pipe wrenches and tightened up the unions. The county came and fixed it one time and tore the meter box and yard all to hell. I ended up putting in a new meter box, out of pocket.

I called the city and they sent a guy out, pumped out the water and their she be. It was leaking on the meter "out" side, he installed two new gaskets, all better now. I dodged a big bullet on this one.
