LED can light flashing on and off half dimmed

So I found and bought the driver. I had to solder the leads to the LED wafer and reassemble. This is one of 6 can lights on a dimmer. The other 5 dim just fine. So, it's the wafer?

Christ, I paid more for the driver than a whole light. Thing is they are from 2016 and and exact match for the trim is not available that I can find. I don't see the wafers for sale.

Most LED dimmer/drivers are pulse width modulated (PWM) constant current power supplies.

I bought the identical piece and the light behaves exactly as it did when it started blinking at about half dimmed and below. The other 5 are perfect at any level.
