In researching the led's I see some have frosted covers and some are clear. Is there a preferance for overhead mounting in a shop with 10' walls?

As Plantonic Solid said, the frosted smooths out the light and creates less "harsh" shadows on things as well, similar to shadows created by fluorescent lights. The clear lens' tend to make more defined shadows around things.
I have the Sams Club multi-mode 4 foot LED shop lights in my garage and basement. These lights have clear lens' as well as three modes of light intensity, 1500, 3000, and 5000 lumens. You choose the amount of light you want by pulling the little chain on the end of the fixture.
I can tell you that these lights, while having clear lens' do not produce any more glare on things I am working on than the old 4 foot fluorescent shop lights they replaced. My basement ceiling is 8 feet and my garage ceiling is 10 feet.
The downside to these lights with clear lens' is exactly what cybrdyke said. If you look directly into the light you will see all the little LED's, and they are BRIGHT! After you do that, you will see some pretty funky white "dots" in your vision for a few seconds when you look away!
Like any light fixture, or the sun, you learn not to stare into it after awhile.

Not so much ON the project, the lights will be obnoxious when you look at them. I have one row of clear hung at 12' and when you are directly in line with them, they are nasty. If one was hung over a wall mounted workbench where you walk up to it from the side it would be OK, but then you don't hang a light over a workbench at 12' typically.so the clear covers would create more glare on a project that is below it?

I have a huge preference for frosted covers. I think it both creates a better light distribution, and easier on the eyes when you look at the lights.
One of my biggest pet peeves is commercial lighting having very bright (10W, 20W COB) LEDs with NO diffuser. I see them all the time in can lights, and I sometimes encounter 40W 2x4 troffer lights which have a single row of very bright LEDs in the middle that also dazzle you . I think the architects are showing off that their fancy new building has LEDs, but if you glance up and look at the light it nearly blinds you!

I have clear on the overheads, but I want frosted down near eye level.
