Legacy Industrial HD357 etch

Anyone used the HD357 etch here? Trying to get my etch done for my floor prep and the instructions call for a 3 : 1 mix. I had no reaction. Then I tried 2 : 1 mix nothing. Then I tried the etch straight from the bottle and got nothing.
I know this concrete is bare with no coating I watched them pour the floor. Anyone have experience with this etch?

They might have applied a concrete curing sealer to help with the cure. Some flake away after a while and some are permanent. You may want to check with the concrete contractor. A cure and seal will effectively block etches from working.

I spoke to Scottie at Legacy he was nice enough to help me on a holiday weekend. The etch was working in places and not in others. Scottie recommend I grind the floor and luckily home depot had the equipment in stock to rent.
