Leveling floor before applying VCT

During the process of cleaning my floor I discovered the valleys in it, several big puddles were formed as the water settled in them. Do I need to apply some type of leveling product before I put down my tiles?

If you do not want to have those valleys yes. The Vct will follow the contour of your floor.
