That is a 4" Wilton for scale.



It's not modified, I have one that is similar, just much bigger, haven't been able to find too much information about them though.

It looks like the manufacturer took an exposed screw vise the where already manufacturing and just added a screw cover to prevent wear to the screw from dust falling on the screw and sticking to it.

It might have been a simple not overly expensive method of improving a vise without having to make a new pattern.
