I'm about to properly light my garage. I'll be using 4' two bulb fixtures (still deciding between T8 florescent and LED).

I want to put a light directly above my workbench. There is a shelf about 6' high that runs over the workbench. If I attach a standard 2 bulb 4' fixture to the bottom of that shelf, do you think I'm going to have too much light?

You can never have too much light. These are the 4 foot 2 bulb LED feit electric lights from costco. Plenty of light to work with.

Yes. if you're mounting the light at 6' high, I think that fixture is going to be overkill.

I would using a single tube fixture.

I tried a Costco 2 tube LED shop light mounted 4 feet above my workbench. The amount of light was great, but the bright tubes close to my eyes bothered me too much. It would have been OK if I always wore a baseball cap but...
I ended up with 3 LED R30 floodlight bulbs screwed into porcelain bulb holders.
3 bulbs equally spaced and mounted 4 feet above a 7 foot wide bench is just right.

A shield of some sort like leaflessshadetree suggested might work for you too.

I put a T5HO 4 tube fixture over my welding bench and was worried about it being too-much-light that I would have a reflection in the backside of my welding helmet.

Au Contraire, mon Frere! Its awesome.
