I'm looking for a light duty bench vise for my small knife shop. Superb clamping power isn't really a big deal, it just needs to hold small pin stock steady when cutting with a hacksaw and to hold a couple small knife blanks during light duty filling work. I want it to rotate on two planes so I'm looking into the Yost 750 DI or Wilton 69999 or similar. What other ones would be recommended?

A Wilton baby bullet vise on a Powerarm arm would be the perfect ticket. I have the Powerarm arm but not the vise yet. Still looking.

Some of the old Craftsman vises from the 60s thru the 80s. I'd recommend any American brand that weighs around 25# and has around a 4" wide jaw. Those shouldn't break the bank.

The Yost 750 DI has a positively locking swivel and is stronger than the Wilton 6999. Both lock jaw rotation and both are made in China. While Yost undoubtedly specifies and gets higher QC, I don't know about this particular Wilton model.
A positively locking swivel is a huge deal if you ever anticipate pulling hard sideways on something.
The other brand rotaters are similar to the Wilton and quality varies. There are some that are heavier built but I think only the Yost has a positively locking swivel.
Whatever you get, if mailordering, make sure they will pay return shipping in case you get a bad one. That applies to even expensive vises. Some years back a member got two bad US made Wiltons in a row from Amazon. Not Amazon's fault.
