I need a plan for installing the fixtures I have for my garage (currently being assembled). The roof is 12' at wall sloping up to about 17' at peak. Should I install the 4 tube T8s at the 12' height all the way across, or should I attach to rafters?

To the rafters. They'd cast ugly shadows if they were above the rafters. Plus the closer the light to your work surface the brighter. Think about a store or restaurant with an open ceiling, the lights are generally attached at the lowest point, and that's on or below the rafters.

Trusses? Then the bottom chord of the truss. Non-truss? Roof rafters. I would not try to suspend them to make them the same height all across.
