Have you tried new T8 florescent with electronic ballast? or CFL's. Or is your Dad just saying it will interfere because that is what he experienced in the past?

My father had his "radio shack" in the basement with 3, 2 bulb, 4' T8 fluorescent fixtures providing lighting. He never once complained of any static on the radios.
Where are the antennas located? That's the question.
If his cabling and grounds are good it shouldn't matter.

Tell your Dad he needs some better filters on his rig. I have had my ham license since 1970 and have never had an issue with flourescent lights in the house. Matter of fact there is a 4 foot shop lamp fixture directly above my ham rig.
Also, if you get flourescent lights with "residential" ballasts, they will make less RFI than the commercial ones.
