I'm seeking some input on possible lighting solutions in my garage. I'm wanting to light up an area, lets say 15 ft square, where I do most of my small work. My eyes aren't as good as they were years ago, and shadows are a real problem for me, when doing "intricate" stuff.

I live in Iowa, so fluorescent lighting in the winter time is not the best answer. My ceiling is only 9 feet, so not much height for light to "spread" much.

I wouldn't rule out fluorescent lights, but at sub-zero temps, they are slow to warm up, and probably effects their economy factor.

The T5 stuff is your brightest option and light fine down to 0* T8 would be next, little less bright but still same temp. Forget T12...those wont light well even at 32*. I would also lower them to 8ft via chain and use a reflector style fixture.

Another option may be 5in led cans. Put three of those over top and youll get tons of light..about $100 from HD for lights/cans

Use High Output (HO) fluorescent fixtures. You can do T5HO, T8HO, or T12HO. They all have a start temp of -20F. Of the three choices I recommend T8HO.
