I have a crawl space under my home. I have a product called FN that when sprayed on concrete walls will stop mould from growing.
FN is activated by fluorescent light. It is recommended to have one light in each corner of the crawl space these have to stay on at all times to make FN work until there is no danger of any mould forming.
There is a wall type heater down there that is never used because it only heats the closet floor above the hatch, very dumb.
I have 200 amp wiring and need to know if 4 fluorescent fixtures plus 2 baseboard heaters would be ok on one circuit breaker.

The marketing verbiage seems rather heavy on pseudo-scientific hype, and light on real data (such as exactly how their "magic" binder is different from everybody else's).

According to that same marketing verbiage, it wants either natural daylight or 365nm UV. A standard fluorescent tube provides neither, at least not in any significant quantity. You'd be needing UV-A "black lights". Refer to:

If I understand their claims correctly, ALL of the treated surfaces would need (at least nearly) constant exposure to UV or daylight; and I presume that this exposure probably ought to be more-or-less even across the area. One lamp in each corner probably isn't going to provide that.

The 200A service is irrelevant. It is the branch circuit capacity you are concerned with.

Are the baseboard heaters not already on their own circuit(s)? Most of the ones I've seen either require 240V or draw enough current at 120V to obviate using more than one of them on a normal branch circuit. For example: http://www.lowes.com/pd_403288-1509-6F1500-1W_4294765322__?productId=3691122. In any event, you need to check the specs for your particular heaters to determine what they draw.

The lights themselves are probably not an issue; but the specifics will depend on exactly what type of fixtures, with how many of what type tubes in each.

All in all... Would it not be much easier (not to mention immensely cheaper) to just douse the crawlspace walls with strong-ish bleach solution, and be done with it? A pump-type garden sprayer will make quick work of it.
