Liners, Foam, Mix for toolbox?

I'm almost complete with the main box and working the side cabinet but have gotten to the point of how to finish the inside. I have a dedicated HUSKY box for my ratchets and sockets but will use a drawer for the miscellaneous and specialty ones I have. I also do not have nice sets of screwdrivers, pliers, etc. They are all gathered or collected over the years.

So the question begs is it better to use foam and make space for everything to sit neatly and tightly in place or just liners? Maybe a mixture depending on what goes in the drawer. I had some cheap liner in an older box that basically sucked and did not hold anything in place so I was apt to just get foam and cut it all to shape. But foam can be pricey and I have a lot of drawer space.

So I'm looking for opinions and options at this point.

I use drawer liners. IMO foam isn't practical if you ever buy, lose or replace a tool. If you want a showcase toolbox use foam. If you use your tools get liners.

I've only ever used liners and have no complaints, foam does look a lot better though IMO but as others have suggested if you change your tool inventory at all it can become a burden.

I use foam for the wrenches. My wrenches are snap on so they really are not likly to change in the next many many years.
Also as I have gotten to the point that I have 2 of each and 3 of some. I find it is more space efficient to stack them. The foam makes that ideal

If you use foam make sure to glue it down. If not it always ends up piled up in the back........just like my Mats that came with them. If the won’t stay in place they’re worthless

I've got a mix of stuff.

Plastic organizers and rails for sockets
plastic rails and tool rolls for my wrenches
coiled 12GA THHN for my screwdrivers

every drawer has foam rubber shelf liner in it that's hot glued in place in a few spots which is better than nothing but still too slippery on its own

Next I'm taking some cheap anti-fatigue foam mats and cutting them with a homemade hot wire to "box out" certain tools or just to create dividers/trays in my drawers. Ideally I want to know when something is missing at a glance either due to my own negligence or my wife/kids raiding my tool box.
