Lisle 14540 Headlight Adjusting Ratchet for Ford

Question for the Ford people. I'm replacing the headlight assemblies on my 97 E-150 Econoline.

My question may be less about the adjusting tool as it is the lever on the back of the HL assembly. I know this is the L/R adj. point but what is the lever for?

I had one of those vans that used the "lever" as an adjusting screw. Rotating the "lever" turned a gear arrangement in the box at the bottom to move the lower mounting point in and out.
