Lisle Tools # 44500-What's it for?

I always scan Ebay for certain brand tools and came across this Lisle tool. It's listed as a welding clamp #44500. I searched the Google and came up with a different tool (hose clamp tool) for # 44500. Anyone have any idea if this is a welding clamp or what it's for if not?

I thought it looked like a valve spring compressor as well but any searches I did for 44500 came up as a different tool.

I have to agree ,it's a valve spring compressor.

performs the same task as the model CF-11 (which is ubiquitous) but it looks like they took a different tack on the lever action.
