Purpose of the work shop? (Mine is "multipurpose" and has so damn many tools I can just barely work in it...)
I think EZduzit, was one the right track:
General shop tools:
1. Drill press, Vise and Fence
2. Vise's (Machinist bench, Wood, Pipe...)
3. Heavy duty work bench, (Anchored to a wall)
4. 4-1/2" Mini grinder
5. Power where you need it (I prefer hanging overheads)
6. Heavy extension cord for when you are into inside the shop
7. Selection of hammers appropriate to your purpose
8. Something besides your vise to hit agains when needed
9. Skillsaw (77) with assortment of blades, and a good straight edge for long cuts
10. Decent miter box and saw to power miter saw
11. SAE and Metric Wrenches, Ratchets, Extensions Sockets and Torx and hex sockets
12. Selection of Screwdrivers
13. Selection of Allens
14. Pliers of all sorts, (Std, Vise grips, Linemands, dykes, crimpers, needlenose...)
15. Decent lighting and a couple of different sizes of flash lights
Wood:
1. Japanese pull saw
2. Table saw
3. Wood chisels
4. Drive bit set and screw gun
5. Sheet rock tools (straightedge/Tee square, utility knife, sanding stick)
6. Finish and framing hammers
7. Nail sets
8. Sandpaper, palm sander, belt sander, scrapers
9. Radial Arm Saw
10. Jointer
11. Hand Planes, manual and power
12. Hand drills (2 speed Eggbeater and a bit brace)
13. Drills, Brad point, and Forestner
14. Wood glues and clamps, lots and lots of clamps!

1. Horizontal cutoff band saw
2. Welder (Arc/Mig/Tig/Gas) and Welding bench, with a grounded welding vise

I don't know if it was posted before, sure it was. But anyway, wich would be the list of the 10 o 15 most important tools/facility a garaje/ small shop owner should have.

General purpose garaje/ small shop, where you can built small projects and repairs. Not a profesional shop.
With my limited experience, I propose the list below:
1 - set of basic hand tools like wrenches, screw drivers, hammers, grinders, etc.
2 - Basic electric tools: drills, grinders, etc
3 - Welder, drill press, bench grinder.
4 - compressor, air lines if the shop is big enough
5 - General purpose bench, Welding bench
6 - Wood working tools
7 - Car/motorcycle lift
The idea of opening this thtead was having the widest range of tools possible and after that making a chart with the results. Keep posting lists and I will publish the statistics!
