Neat drill press with the sliding head and power downfeed. But - a hell of a lot of work to clean it up.

Yeah, I'd tear it down completely and restore it- another reason why I need to stay away from it. I have too many projects already!

As soon as I saw that, my gut feeling was Cincinatti / Cincinatti Bickford.

It’s only a feeling, don’t know for sure.
