Looked around and can't find even one.

Ever seen one?

This is for a light duty application; anything smaller chews up the center of the hardware.

Not looking for a multi-bit driver.

I use the WIHA stubby handle and stick a #3 phillips in it (or any other bit).

Just a little bit longer, a WERA ratcheting handle arrived here yesterday. You would need an extension to use it as a regular length driver, so as is it is a "sort of" stubby handle, with ratcheting.
