Googling rubber ******* didn't help me any. Closest thing I could find was CPU fan isolating ******* but they OD was way too small. I'd 3D print something but I don't have a material durable enough to stay together being pulled as much as these would be. Anyone have any idea where I can find something like this. Haven't pulled out any measuring device yet but I'd say the OD of the hole is about 1/4" and it's about 2" in length.

With a reverse image search, the only thing that looks close is some mounting rubber buttons for a Deep Sea Supply scuba wing. Apparently unobtainium now. Am I close? ;)

That's what it's for.

Would a form of push rivet work? It seems that this thing you have holds two items together, like a push rivet. Can you show it in use or explain how it is used?

Try rubber bumper plugs in your search terms.
I did look into those but didn't really find anything dimensionally usable. That did lead me to plug bumpers which may have a larger variety of sizes but still nothing that looks like I could modify it to work.
Rubber Silencers.
Similar but w/ the triangulated end they aren't going to work. I did look up the rubber dampers for PC case fans but didn't find anything else.

A push rivet would work if the OD is correct. These hold this bladder (One is missing on bottom hole) to a 1/4" steel plate. So the reduced ID would have to be about 1/2" deep and have an OD of 1/4" or so. I still have to measure the ID of the hole of the steel plate this pushes into. The push rivets would need a head at least 1/2" so they don't pull though this bladder.

I did see some discussion about using “book screws” as a more robust alternative for the rubber ******. Maybe something else you could try.
