Looking for a special tool

I need to find a device that I can hang a big impact from, and pull it down easy, but also have some sort of spring assisted retract. I've seen similar devices for lights, and plants, but I need to tighten hundreds of bolts with a 70 lb impact.

This sounds like what I'm looking for. I'd like it to be portable, so I can hook it up to a sling in different locations.

That's it. I knew what I wanted, but didn't know the name.

Impact's used to remove or instal ball mill liner bolts. Tool balancer will also be used to support a large hydraulic chain breaker.

Those tool balancers look like the cats' *** for what you need. You might consider using an overhead rail system for it so you can whisk it to different locations easily.

Check out the photo studio set up here, cross rails travel the lenght of the room and the pantograph slides from side to side on the cross rail. You may just need one rail along the side of the shop:

These wall booms are great for changing your position anywhere in a 12' arc. This is too light for your needs but it would be simple to fabricate an HD unit out of pipe or use an I beam with a trolly on it.
