3M 8115 panel bond adhesive. Best adhesive you can get. I dripped some on shop floor, used scraper later on to get it off and it pulled a chunk of concrete with it. 1387 is specifically for bonding rubber to steel, like the OP's application. 5200 is probably OK. It may not grab the steel well. 8115 is for metal to metal. The 8008 weather strip adhesive would be my second choice over the 1387. It works great for intake manifold gaskets, too.

If you use 3M 5200 make sure you get the fast cure the regular 5200 take a long time to cure also make sure the parts are clean be careful what you clean the rubber with a lot of solvents will leave a residue that will hinder adhesion. I'm kinda with Tommy on the 5200s grip on the steel.

I have used it on anything from wood to aluminum, to plastic etc...

I used 5200 to reattach the convertible top to the rear glass on my 2001 Mustang 4 years ago and it is effective. I used some HF magnets inside and out to clamp. I let it set 4 days.

I purchased a patch panel for my 89 GMC cab like 10 years ago. Never installed it once I realzed I'd have to remove the bed to properly weld it on. This sounds like a good solution. Thanks for posting.

If it were me, I'd use the 3M Super Weather Strip Adhesive. It's designed to bond rubber to steel. The key is prepping the pieces properly. The other suggestions would work but it's not the application that the adhesives were designed for. I work for 3M and used to be in the automotive tech service and that's what they would recommend if you called for a recommendation.
