Looking for heating options

I need to get some heat into my garage to be able to work on my car project over the winter. Here is what I have, a 24' x 30' two story concrete block building. It has a full basement under it and I'm wanting the heat down there.

The original owner had some type of heat down there because it is already plumbed for natural gas and has a vent to the outside.A neighbor told me he had a woodworking shop down there.
The ceiling is precast concrete slabs 4' x 24' x 10 1/2" thick (for upstairs parking) and the wall height is only 7'. As far as I know there is no insulation in the block.

This is the back corner under the stairs. I was thinking about mounting a heater from the ceiling. If I decided to do that what size would I need?, or are there any other suggestions of cost efficient heating. I'm in Central Kentucky and it's not uncommon for it to stay in the low teens (or lower) for extended periods of time over the winter months.

I just moved in May so everything still isn't set up the way that I want yet so please excuse the mess.

Welcome aboard, jmiller. That's a cool setup. I always wanted a garage with a basement.

I would think that under-stair location would be a perfect place for a hanging heater like this...

If the funds allow it, I would insulate the walls. Either using furring strips and styrofoam between or build the walls out with 2 x 4's and put in batt insulation. Personally I would prefer the 2x walls all for the fact that you can run electricity along the walls, have thicker insulation, and add partitions easier if necessary.
As far as the heater question, I would mount one up where you show, or where you have a flue add a small home type furnace in that area built into a closet (with fresh air of some type) and you can run ducts off of it to your upstairs garage area.
