400V is not a US voltage, other then where white, green, & orange is used the NEC is silent on most color coding issues,BTW.

Your requirements would probably be listed under the CENELEC standard. Also will depend on your phase requirements.
The wire should also be CE/VDE rated.
Most european countries have not harmonized their colour coding so variations can exist here as well.

L1 - Brown, L2 - Black, L3 - Grey, Ground-Green/Yellow

For cables with earth conductor the code is:
5 - conductor Green/Yellow, Blue, Brown, Black, Grey
4 - conductor Green/Yellow, Brown, Black, Grey
3 - conductor Green/Yellow, Blue, Brown

For cables without earth conductor it is:
5 - conductor Blue, Brown, Black, Grey, Black
4 - conductor Blue, Brown, Black, Grey
3 - conductor Brown, Black, Grey
2 - conductor Blue, Brown

My company purchases most of it's european wire from Lapp/Olflex or Hellucable.

A small update on parts of the answer from dave 67d

3phase 400 V 50Hz ( in reality Um =<1000V AC, same goes for 690 V plant)in Europe is in all modern installs done as a 5 wire system.
3 phase conductors, colors as stated
1 neutral conductor , labelled N, ALWAYS BLUE
1 protective earth, labelled PE, always yellow/green

3phase loads are connected between phases, some two phase loads exists and are connected between 2 phases. Single phase loads are connected phase to N at 230 V.

For objects that are just connected between phases, the N conductor need not be installed. ( Typical example a cable to a Y connected motor has L1,L2,L3 and PE)

For the first supply from a feeding transformer L1, L2 , L3 , PEN.
The PEN is a combined PE and N conductor, yellow/green rated for full thermal load . When it comes to the first fuse(MCB box) the PEN conductor goes to the PE common bar and from there a blue conductor goes either to the common N bar or to the N incoming terminal of the incoming RCB for the install.

All trades have their accepted terms and in Europe the term for the protective connection to earth is mostly earth wire. And the dictated abbreviation is PE ( for Protective Earth)

CENELEC is your friend, but one suggestion is to require that your customer seds you the latest update, so that you are sure to meet his terms .
