Why do you feel you need to lock up bottled water?

Also note that 1 gallon of water weighs about 8lbs.

You can find a Rubbermaid 7083 stocked locally, but it won't meet your price range. Its very durable and a tank. I've abused one for years and its been worth every dime.

What are you looking to do with the lock? These things "lock" but not for security. The only thing they do is keep the doors from blowing open in the wind. If you pull on the doors, the lock holes will just rip open.

Probably won't help the OP at this point, but I bought two of these, in stock at HD today. They were cheap at $129 and available today, so they fit the bill. I wasn't expecting much based on the price, and size and weight of the box, but they're pretty flimsy. I only need them to keep dust and stuff out of my parts bins, which are light, not bolts and stuff, so they'll work work but if I'd had more time I would have just gotten some plywood and some hinges and built something.http://m.homedepot.com/p/HDX-35-in-...Purpose-Tall-Cabinet-in-Gray-221872/205438528

i looked at those.

and buyer opted for the cabinet mentioned in my 1st post.

for some reason after taxes and choosing pick up in store.
the cabinet cost her 54.00 total .
