If it's like my furnace the fan keeps running to cool the furnace to cool the hot parts, after the cool down the fan should stop.

Keeps running for a minute, or forever?

I am not familiar with that heater, but pretty sure it is a ADP heater.

Does it have a control board?

My guess it has a fan control snap disc that sticks on.

This happened 5 years ago and they replace thermocouple that did not make sense to me.

Thermocouple, or thermo-disc??

Older heaters used a thermo-disc, or snap disc like this to control the fan. The thermostat on the wall tells the gas valve to open. The burner starts and warms up the heat exchanger. With the one shown when it hits 190F the snap disc closes and sends electricity to the fan.

When the wall thermostat is satisfied it shuts on the gas valve and burner. The fan continues to run until the snap disc hits 170F then opens and drops off power to the fan.

The snap disc I picked even says L190-20F. On at 190F and off when it drops 20 degrees or 170F.
