I think he means a mechanics vise. In years gone by, it would be very simple ,a Record #3, a 4" very sturdy,excellent made in England vise. They are made in China now.

Machinist vises are precision tools and as such are expensive. Take at look at the Grizzly prices or Shars . And they are Chinese junk.

Palmgren makes some nice ones. I have one that both angles and swivels. You can find them on eBay. Mine I can bolt down on a milling machine, drill press, or surface grinder. Would work on a bench also. Depends how accurate you want/ need one to be.

He just wants a regular bench vise but small 3". A bolt down base not a clamp on style.

Maybe the smaller Wilton "Super Junior" vises like the sbv-65 or larger sbv-100 would meet your needs.They look similar to the Wilton Tradesman and other vises with the tubular slide on the moveable jaw.I have the sbv-100 and it's a nice little vise.They are made in the Czech Republic by York (york.cz) .Also ,Yost offers direct knockoff of these but are made in Taiwan.Check them out.Neither are exactly cheap in price but the Yost is cheaper than the Wilton.
