My best guess would be Brown and Sharpe based off of the square and dot logo.

Machinist use these alot, if you took a picture of the whole item I could tell you a rough estimate of value. Don't expect a goldmine, Noga magnetic bases are very popular and inexpensive.

If it's complete with arm, maybe $20

That might be a B&S but it's probably an import. Good news is, still probably worth $20 if the magnet is strong.

That is a generic mag base, made off shore for many different companies. $20 would be tops in my book.
