Several times in the past when working with a contractor, when a battery or charger was dying we'd get a $99 special drill combo like this. Drill was usually a throwaway but we got 2 batts & a working charger for less than the cost of buying 2 batts & a charger. We used to call these battery kits with a free drill, and usually the batts were last generation or whatever. These are mostly designed for tradesmen to get for new hired help or apprentices with limited budgets.
Didn't matter the capacity as much (or in this case the speed of the charger) since we were replacing them as they started dying, when we could. I've done it myself a few times since when either I needed more batteries for the amount of tools used at a time, or when I found myself waiting for one to finish charging before I could keep working.
