It says $23.15 shipping on the listing itself, but yes, in the description he does say free shipping in the US at the bottom.

My guess is that he screwed up cutting and pasting text from some other auction.

Yes, I was thinking he would adjust the shipping (remove it) when a US buyer purchased the tool. For the price I paid with shipping, I rather get a new one with the guard, handle and warranty. I bought in to the title "best deal on ebay", which it would make sense if he went through with the free shipping to a US buyer.

Having both sold and bought I can easily see how this could happen, Ebay doesnt make it easy to do similar but different auctions so you end up copy&pasting.

But as a seller, if I had this in my description I would honor it.

If he is set on charging for shipping and you still want it, offer a flat rate cost like $10.
$23 is way high for that.

Unfortunately he mailed it already and just told me hes not shipping it for free. He should have gave me the option to cancel for a refund. Now he has to pay to get the tool back because I am not paying $48 for the grinder with out a handle or guard.

contact eBay, but screen shot or copy and paste the original ad/evidence....

It has to be honored or you get a refund by eBay because item is not as describe . No way I'd pay $48 for that missing handle or guard I wouldn't want to use it without either it would be dangerous if it was to kick and it will throw hot metal pits everywhere .I got the kind with trigger on bottom and a big green snap on bag full of tools, a 24" Matco 1/2 to 3/8 extension and a air hose for $50 bucks.

False misrepresention of shipping gives you the right to cancel whether he likes it or not.

This was his description and it is clear as day, he has no case. Take a screen shot of the add and file a claim with eBay.

I'm not sure I understand—you paid the price w full shipping, but want a refund on the shipping? The usual norm for discounted shipping is to request an updated total *before* paying. Many, probably most, sellers won't apply shipping discounts retroactively.

The state of the accessories was fully disclosed, so that's no basis for filling a complaint.

Now when you have paypal linked with ebay you can not pay for the item later. At least it did not allow me to buy it and ask for an invoice. The only option I received was to pay now or another ebayer can still buy it. Since it was a deal I did not want to miss out on I payed for it then asked for the adjustment. I have no problem with the state of the accessories, just a problem with not honoring free shipping as fully disclosed.

As a EBay seller this particular subject really torques me off. Thanks to Amazon everybody on Earth seems to feel that they are entitled to free shipping. Sadly the USPS, UPS and FedEx don't agree and I have to pay them A LOT to ship stuff. If it wasn't for the flat rate box I'd actually quit my TOPTUL business. Tools are heavy and UPS and FedEx would make it impractical for me to continue in business.

EBay, the greedy bastards that they are, constantly hounds you as a seller to "lower your price" and offer "free shipping." They don't give a **** if you lose money as long as they get their cut. The fact is that EBay is good if you're selling **** that you got for free and just want to dump but if you're buying it from a manufacturer and trying to make a small profit it pretty much blows.

They way I price my stuff is pretty much simple math. I take the tool's cost from TOPTUL to that I have to add the freight forwarding charges (about 25-30% of the cost of the tool) and multiply that by what I figure out I need to make in profit to make it worth my time to pack and ship the stuff. I don't have any auctions because I know what price I need to charge to make money and that's what I charge on my EBay Buy It Now listings. Even cutting people what I believe to be an unbelievable deal I get people whining about shipping even though I have a policy of sending them a PayPal refund for their excess shipping if they buy multiple items and I can fit them all into one box.

In short shipping is never free and those that offer it are doing both themselves and the community a disservice as they are either wasting their own profits or charging too much for what they are selling.

I don't think the op is saying he always feels entitled to free shipping but it was specifically stated in the item description that there would be free shipping. That factored into his decision to purchase this item vs buying one new.

Yes, eBay has been making that harder and harder to do. I think that you have to detach the account to be able to commit to buy and then request an invoice. With it linked you have to commit to buy and pay at the same time. You have to make a couple more clicks and enter your PayPal password when buying without the "linked" setting.

Generally speaking, two good rules for eBay are "ask first, bid second", and "another one will always turn up later".

Says $25 plus $12.45 shipping on link I clicked. Most times people copy and paste old descriptions into new auctions. Just message the seller and tell him to cancel the order. Buy a new one. You can get two for one Bosch grinders (I think it's Bosch) off Amazon right now for that price.

shipping says <$10 for me, but I'm in MIch. too so I am sure it is calculated based on location automatically.

but it clearly states free shipping in the description. I would have assumed that he would remove the shipping charge based on the winning bidders location, but I would have confirmed before I bid. either way, Ebay should make it right.

mistakes happen, but that's part of doing business on the 'bay...seller needs to **** it up.
