Picked up some Makita bits that say "Made in Germany". Anyone know if these are made by Makita or an OEM?

Or perhaps Wera. I am sure they're great bits. I have Makita tools, but my bit sets are DeWalt, Bosch, Milwaukee.

As has been mentioned, those look exactly like sets Wiha already sells, but rebranded for Makita.
Germany does have a bunch of driver bit and screwdriver manufacturers who do OEM work though, including Whia, Wera, Athlet, Schroeder, Felo, and others.
Most major power tool manufacturers don’t bother manufacturing industry standard bits and bobs like drill and driver bits themselves, they just send specs to someone who already makes the item they want, at the quality level they want, and then have the item rebranded.
A bunch of the smaller Festool accessories appear to also be manufactured by Wiha, although in many cases slightly customized woth proprietary features.
In the USA Jore Products of Montana, actually manufactures specialty drill bit and driver accessories that are sold under various brands including Craftsman, Stanley, Black &Decker, Kobalt, Hitachi, and Makita amongst others. In some of the cases Jore apparently isn’t supplying the Tool brand, they apparently just license the brand name, then supply or purchase shelf space at Lowes or Home Depot, or whoever where the products are stocked.
