Found this pic while on Ebay. What does "PAT PENT" mean? I'm 99% sure it's supposed to be pat pend., like the 1/2 and 1/4 drives.

Where did the steel come from?:dunno:

It couldn't be stamped "USA" and sold as "made in the USA" if it wasn't US steel.

The FTC labeling regulations require all or virtually all components and processes in making the item be of US origin, if it's claimed to be a USA made product. Using foreign steel is a significant piece of the product, so that would violate the FTC rules for labeling a product "USA."

More info at this link:
http://business.ftc.gov/documents/bus03-complying-made-usa-standard

What is the standard for a product to be called Made in USA without qualification?

For a product to be called Made in USA, or claimed to be of domestic origin without qualifications or limits on the claim, the product must be "all or virtually all" made in the U.S. The term "United States," as referred to in the Enforcement Policy Statement, includes the 50 states, the District of Columbia, and the U.S. territories and possessions.

What does "all or virtually all" mean?

"All or virtually all" means that all significant parts and processing that go into the product must be of U.S. origin. That is, the product should contain no — or negligible — foreign content.

I highly doubt a tool company would have steel shipped 6000 miles from China when the US is a major supplier of the metal.

It was probably just a tooling set-up error. I used to do alott of text marking of round steel parts. You have these little letter dies that you load into a holder. They probably did not want to scrap a whole batch for one letter.
