Maxjax install - question on 4x4 pad prep

Builder shorted the garage pad & it's pretty iffy in places (3.25) so I've cut & hammered out a couple of 4x4 pads 12 in or so deep for new pads. My question comes as I'm digging out the second pad.. The first one had about 2-3" of pea gravel on top of a clay bed. It was in the middle-ish of the garage. The second one however, has me wondering.. We've dug to 13" or so and have much, much more pea gravel than the first hole. At 13" we can take a 18" spade, stand on it and sink in pea gravel pretty much across the hole.

Now obviously they poured almost 4" of concrete on this previously. Does the lack of available clay / abundance of pea gravel bed impact how I need to go about prepping this pad?

The other pad I had planned to just undercut the existing concrete a few inches and have the new pour 'interlock' with the edges without any rebar similar to what Gabe did.

On this pea-gravel bed, I'm almost thinking I'm going to need to set a rebar grid on some risers, but at what height(s)... Also had one person suggest to hammer in some rebar stakes vertically..

Appreciate any thoughts on how to best prep this. It seems unlikely that I'll be able to continue to excavate to get past the pea gravel unless I end the DIY & contract this out..

I also understand that pea gravel really doesn't 'tamp' with a vibratory tamper..
