This is only my opinion but, I think if you snug them up and then 3/4 to a full turn should be fine. The strength of the connection is in the "pull out" value of the epoxy anchor, not how tight the bolt is. Clamping force does not have much of anything to do with this type of installation IMHO. The use of a torque setting is useful for "repeatability".
