Maybe I have a weak breaker?

At the volunteer warehouse , a few weeks ago I replaced the hot water tank. it was too small for washing up lunch dishes, but perfect fro handwashing.
Anyway, I was gifted a 6 gallon heater that was inside a RV trailer that a buddy bought, so no history . no leaks, appears just slightly used .
just a few days ago it started popping the dedicated 15 amp 120volt breaker . It's a 1500 watt element . the other one was 1440 watt, so basically the same.
I checked my connections for something loose, everything was fine.
I plugged it in to another GFI outlet beside a slop sink that is on the same line as the bathroom , all that's on the bathroom is an LED light, exhaust fan and an unused GFI receptacle.
It held all day and I was back in around 8PM for something & it's still holding.
is it possible the breaker is bad?
It's a Federal Pioneer Panel... before you yack on about them, apparently the Canadian ones were ok , and this is rental warehouse so it is what it is .

If the "new" cb feeding the hwh trips, then it is wiring/hwh.

Hang a trending clamp-on on it, if available.

It's been holding for almost 48 hrs now. the other circuit was blowing every day . I am confident it's either the breaker or a loose connection in the other circuit .
Next week if it's still holding I will or swap breakers and see what that does .
