Probably another invented brand name from HF. Give a Chinese compressor an Irish name and you have instant credibility, especially if it's the same name as a defunct electrical products manufacturer.

Is there such a thing, as a small compressor that even runs halfway quiet? I'm all ears.

Aren't those designs notorious for being extremely loud and obnoxious to work around??
I have one of the husky examples (gave to a family member after getting it for $40). Quiet loud. It could be quiet a bit better with some work on the intake design (see the various threads about mufflers for compressors). At least the tank size and flow ratev are sufficient to handle my cutoff wheel.

California Air Tools and other compressors that use the same pump design (I strongly suspect CAT didn't design their pumps). I've seen a number of other oil free compressors claiming low noise and perhaps they do deliver. I have a CAT 5510A. It's quiet and light but low flow rate and about useless with my cutoff wheel.

My Makita MAC2400 is pretty quiet, somewhere around 4 gallons capacity. It weighs somewhere around 80 pounds though, so it is small but not lightweight.
