My package was supposedly delivered last Fiday by USPS. It was not at my door when I got home. Two other packages from another carrier were there however. USPS says they delivered it, and it must have been stolen. I contacted toolsplus it doesn't sound like they are going to offer a replacement, and it's looking like I'm going to be out the $100

You could call your credit card company and get refunded
You could see how they ship USPS, I ship some USPS and all my shipments include 50.00 of insurance for free and I can buy more if needed
I would call them and tell them to reship or refund, if they say no then just call your credit card and file a claim. It is a slam dunk you will get your money back
Credit card companies always side with the paying customer. I quit shipping unless I ship it a way it has to be signed for and I still got screwed by a charge back. The customer signed for it at his address on the package, then called and claimed he never got it, I had UPS documents showing his signature and he signed am affidavit saying it wasn't him. Case closed I lost. Unfortunately you can get a charge back to go through basically anytime on anything. One day I will drive to these peoples houses and confront them.
