My new garage and breezeway build is going to include a window that will be a little less than 3.0 feet on the diagonal from the meter socket for underground service. Does anyone know of a NEC code that this would violate? I found Article 230.9 that deal with clearance of open conductors to windows but I cant find one specifically for cable in conduit or specifically for meter socket clearance to windows.

230.9 Clearances on Buildings.
Service conductors and final spans shall comply with 230.9(A), (B), and (C).
(A) Clearances. Service conductors installed as open conductors or multiconductor cable without an overall outer jacket shall have a clearance of not less than 900 mm (3 ft) from windows that are designed to be opened, doors, porches, balconies, ladders, stairs, fire escapes, or similar locations.

Generally, meter clearances are regulated by the local electric utility. Try looking at your utility's website, they may have their installation guideline manual on there someplace.

I read through the National Grid electrical installation specification and only found clearance requirements to windows for overhead installations. There is nothing specific relating to meter socket clearance to windows so I should be good to go.

As Stuart said you need to contact your local power company.

They have installation requirements.

Locally you can only have it on the side of the house (shop), with center line of the can between 42" -60" above grade. It must also have a 36" clear space top, both sides and in front of the meter. They will not connect if you do not meet these requirements (That's what they say, but after a few days and many phone calls, they waved the side of the shop requirement.) Call you power company it might save you some problems.

Also, After the fact, I was informed that a separate meter can on my shop must be charged at business rates, you might want to check that also.
