mildew or mold in the garage now

I was gone on an RV trip for 5 months. When I returned, the garage smelled kinda like mildew or mold. I aired it out and it's better. I see than some hand tools and my rider mower have a light gray film of something on it. (not sure if it's mold or what).
Moisture got inside during heavy rains by seeping in on the slab under the walls.
The construction of the walls and roof is with 4" freezer panels. (panels have foam with painted steel on each side)

Do you know if this is mold? I have an ozone machine running and it's getting much better, but there is still a slight smell.
What do you think?

It's mildew. I have the same problem. I have to clean my garage once a year. It's worse in places where there's not much air circulation, like under cabinets and under my stairway to the house.

You need some better air circulation. I had this problem with my holiday home when it's shut up for months after we had it repointed (grouted) on the outside and I plastered the inside getting rid of all the draughts we used to have. I pretty much solved it by installing a couple of small 12V fans running off a solar panel setup. Air circulation is the key, in at the bottom and out at the top is best.

For sure.
I am a big beliver in air circulation.
I have a celing fan running 24/7/365 and run a fan aimed into a different corner every WE for a few hours.

It cuts down on the smell, dampness, rust, etc.

I put in a window fan and left it on exhaust, my garage is great now. It is constantly moving air and I am not having any mildew problems or surface rust issues!
