Miller Mfg tool: What is it?

This came with a few other vintage auto tools in an 1960's vintage Craftsman tool box. I suspect the tools are older. But I cannot figure out what it is. Any thoughts? Thanks

Looks like a brake spring tool for removing and installing brake springs on drum brake cars and trucks.
