I would like to trade this for Craftsman Long C combo wrenches (I'm searching for many sizes). Also looking for Craftsman =V= series combos, 1/4, 5/16 and 11/32. No owners marks, please.
Appears to operate as intended and looks to be complete but I'm not knowledgeable so caveat emptor. Can't find the #109 marked on the tool; that number deduced from chuck shape. I'll answer questions as best I can and/or send image details.
Ebay value reference FWIW: #108 and #109between $40 - $60-ish including shipping.

According to oldtoolheaven.com this is a:
Universal Angular Bit Stock
Single universal joint; rod-and-thumbscrew adjustment mechanism; main casting is japanned; bright parts are nickel plated; Barber Improved chuck with spring-type alligator jaws.
Supersedes Anthoine's universal angular bit stock. Used with bit brace or breast drill as an extension or angular borer.
Illustration from 1915 catalog.
