Milwaukee mag drill DOA

I bought a used Milwaukee 4203 base with a 4292-1 motor, the magnet powers up and the light stays on but no drill. The drill buttons are lighted and when you push a button it briefly lights and then nothing.

Anybody troubleshoot one of these before?

It was a long distance purchase so I could only rely on the sellers word it worked fine, I did pay by credit card so I do have some leverage.

What thickness plate do you have it on? Some of them have a minimum thickness for the plate in order for the drill to work..

CPO says the 4203 is for ferrous 1/2-in and thicker material (you can use backing plates if needed)
