Milwaukee model 40 jack need a little help

Hello to all,

Just purchased a used Milwaukee model 40. When I tried it out, I noticed that it will not lift to the advertised height of 24"(it will stop consistently at 19.5 inches). Usually, this indicates low fluid however, I have attempted to fill it 3 times per the maintenance instructions (the last time drop by drop) and it will not accept any more fluid, am I doing some thing wrong, or did I just buy a haunted jack?

Wish I could help you. I've got a Milwaukee Model 20 that goes up to 19.5 They're great jacks.

Update,

Last weekend I removed the reservoir cover on this jack and found a curious thing, an O-ring had been placed between the cover and the reservoir at the fill bolt hole. This O-ring eliminated any possibility of adding hydraulic fluid in the way described in the maintenance instructions! I guess my first question is, is this normal or common? My second question is, does this have anything to do with the red fluid I found in the reservoir? It is about 8 oz low and yes it is leaking. However I am not sure exactly where it is leaking from, the whole jack is covered in oil and dirt

Still searching for answers.
