Mini Load Binder Assembled Incorrectly???

Picked up a Maasdam mini load binder and it appears that it is assembled incorrectly. Am I right or am I having another senior moment?

When would you use something like that and not a Ratchet strap? I know when to use larger ones, but that thing looks gimmicky

I was hoping to be able to use it for a project I was working on but no joy. It might prove to be useful somewhere down the road. It would work well with light duty chain......

I have smaller binders that I use with 5/16" chain, I bought grade 80 and it is tagged for lifting as well. Most people use cheap chain like grade 30. As an example 1/2" grade 30 chain is good for 4500 pounds WLL and my 5/16" grade 80 is also rated at 4500 pounds WLL.

Transport chain (Grade 70 IIRC) is what you would get from a name brand supplier for load binding.
