Came accross a new type of Welder / Plasma cutter, etc.

It looks too good to be true...anyone have any knowledge or experience with this unit? 100% duty cycle 24hr/ day???

That is because it isn't an electric welder. It uses an electric current to break water down in to hydrogen and oxygen and then burns that.

It is just a well marketed browns gas torch.

Is there anything it can't do that a Mig can do for instance?

I don't know bumpkus about welders
