So I should ask the state guy if the service wire and the splice wire are the same gauge and if not then what?

The inspector should be the code expert. I would suggest just telling him your specific concerns and letting him take it from there. In my experience (let me know if you are over by Fargo), they will usually tell you whether it is a) technically correct and b) best practice. Sometimes the work can be kinda **** and still pass.

Verbally based upon the photos I shared and a discussion he had with the electrician the state guy said it's to code. Though will see what he has to say about it all when he shows up this afternoon.

He didn't care about the splicing nor the wire gauge difference between the two.

He didn't have any comment about the electrical meter not being secured... in my mind as a homeowner secured means the outside lock tab is replaced. I don't want the city thinking I cut it off for one reason or another.

He didn't care or comment about the outside LB being left open by the electrician --- as by now you know the electrician said they were going to replace the main lines and the splices were temporary.

I guess I should be thankful he didn't find any major violations....

I am just floored that your electrician just left you high and dry with incomplete panel!?!

I had a house where there was a major plumbing leak and it soaked the panel. Electrician jerked the meter, swapped panel like for like, and was done in 2.5 hours. Granted you were swapping panel brands so at worst one full day to complete?!?

So much wrong here.

1) The splicing is code compliant. You've been told this. It's ugly, but is not a violation. Also, the Polaris connectors used are EXCELLENT. They're the gold standard as far as connectors for this use go. There were far cheaper and uglier options your electrician could have used that would still have been code compliant too.

2) I do not believe the wire gauges are different. I agreed with the comment above that it should probably be checked, but the different in insulation diameter looks reasonable to me.

3) There is no NO "lock tab" on your meter pan. It does not provide security.
It is a SEAL. The seal is part of your deal between you (the customer) and your power company, and has absolutely nothing to do with any inspections from your municipality. Around here, it is the responsibility of your licensed electrician to call the electric company to replace the seal when all work is completed. The PoCo provides the replacement seal. Not your electrician.

Just looked online at the permit and it has been marked as PASS with the exception of the bonding he said I should do.

Started this with goal of getting 240v service into my garage for a mini-split and electric heater and all I got was the new service panel and a lesson about splices and connectors.

Just a note, those connectors are not Polaris brand connectors which are black, based on the color they are probably made by Ilsco, which is fine as they are a well regarded lug/connector manufacturer.
