Modified vise Jaws... what were the intended for?

Picked up the small clamp on vise for next to nothing the jaws have been welded and modified with what looks like a small piece of angle welded on each side, with a cut-out on one end.

Any ideas what this modification may have been for?

Also any ideas on the manufacturer of this vice? I can't see any markings or names on it at all.

Either its a crude low production fixture....insert part, clamp, drill hole here, or its for holding a specialized part, possibly one with an axle or shaft attached to it which needs clearance to go thru the hole.

I was curious to know what you guys thought before I cut it off and try to restore the vise for normal operation.

Does anyone recognize the make/manufacturer? Since there's no markings I'm assuming it's nothing special.
