Moisture content before concrete?

So the barn is put up now but no floor. The concrete contractor came in and cut the top of the soil off level. Then compacted the soil. To this point all was good. Contractor then started to bring in the rock for the base. At this time he pushed his bucket down and it sank. Then water started to come up. The barn only has one big door so not much light or air movement. We ran three runs of tile in the barn. The sump pump is in and runs. How do I know when it is ok to progress with the floor?
